Whenever the outcome turns on a question of foreign law — the validity or interpretation of a contract governed by Mexican law, the effect of a Mexican corporate action, the treatment of an employment relationship, or the enforceability of a judgment. Under Federal Rule of Civil Procedure 44.1 the court determines foreign law as a question of law and may consider any relevant material, which in practice means a qualified expert declaration is the standard vehicle for putting that law before the court.
